Leidos and the National Security Sector currently have an opening for an Engineering and Logistics Support Manager to work at Joint-Base Langley Eustis in Hampton, VA. This is an exciting opportunity to use your experience to help the Air Combat Command Intelligence, Surveillance, and Reconnaissance Major Command.
The candidate will be responsible for executing the planning and programming activities of the 363 Intelligence Surveillance and Reconnaissance Wing Engineering and Logistics Directorate (ISRW/A4). This includes short and long-range plan reviews, programming activities, technical reviews, requirements reviews, organizational structure and resource analysis. The applicant will advise the A4 Director on policy and programming requirements. Therefore, the applicant must be knowledgeable of Intelligence Community (IC) missions, operations and capabilities. The applicant will work closely with both internal and external organization to accomplish the 363 ISRW mission.
Primary Responsibilities
• Supports the planning, programming, and execution of engineering projects to include MILCON and Facility Sustainment Renovation and Modernization (FSRM) of intelligence facility communications systems, security systems, structural, electric, HVAC, and routine facility upgrades.
• Generates analyses, position papers, documentation, and briefings in response to programming requests from the Engineering and Logistics (A4) Director and Wing staff.
• Coordinates with all stakeholders including the ISR staff, subordinate groups and squadrons, NAF, Air Combat Command (ACC), Joint, DoD, support contractors, and other agencies as required to complete planning activities, optimize project performance and minimize risks.
• Provides support to senior leaders and adapts implementation plans as necessary to accommodate changing priorities and directives.
• Assists A4 MILCON Manager, Facility Managers and fellow FSRM project managers as needed.
• Serves as the A4 Knowledge Manager: Maintains and organizes the A4 engineering project files for current and future reference by the stakeholders. Develops draft answers to requests for information (RFIs) and the ISR tasker management system.
• Designs final reports, decision briefs, and assists in the development of trend/analysis reports to support strategic decision-making.
• Facilitates the selection of key strategic priorities for the 363 ISRW, defining objectives and coordinates the actions required to achieve them.
• Evaluates and provides input into strategic organizational planning, higher headquarters requirements development, and project implementation milestones to optimize project planning and execution.
• Develop, evaluate, and apply Wing-level guidance and provide oversight for ACC & HQ AF-level instructions and directives.
• Serves as the Support Agreement Manager for the 363rd ISRW and host bases across the DoD.
• In coordination with 363rd ISRW Group representatives, is responsible for developing, adjudicating, and managing 363rd ISRW Continuity of Operations (COOP) Plans.
• Facilitates and maintains 363 ISRW emergency management plans.
Required Qualifications
• A Bachelor’s Degree and 12 years of experience OR a Masters and 10 years of experience. Additional experience may be considered in lieu of a degree.
• Must possess a current Secret security clearance and have the ability to obtain a Top-Secret SCI security clearance after being hired.
• Must have demonstrated knowledge of financial and budget control methods, practices, procedures, regulations, policies, and processes which affect the use of program and related support resources.
• Must have knowledge of US Air Force and/or DoD Support Agreements.
• Must have experience with US Air Force Continuity of Operations (COOP) planning and processes.
• Must have ability to effectively organize and analyze information, produce professional reports, position papers, and decision documents.
• Must be able to communicate effectively with others, both orally and in writing
• Must have ability to resolve issues and problems.
• Must be able to travel as required (10%).
Desired Qualifications
• Completion of senior officer or senior enlisted professional military education desired.
• Prior active-duty experience as a U.S Air Force officer/SNCO in civil engineering or logistics.
• Exposure to Military Construction (MILCON) process.
• Highly skilled with Microsoft Office applications.
• Air Force ISR experience or experience supporting Air Force ISR units.

Pay Range:
Pay Range $87,100.00 – $157,450.00
