Job Summary
Battelle’s Health Research and Analytics (HRA) business line is currently seeking a Systems Administrator to support our government customer in Portsmouth, VA (hybrid local remote available). This Public Health (PH) program enables our government customers to maximize readiness through force health protection (FHP) strategies and solutions for current and potential Public Health (PH) threats. The core scientific and technical capabilities and product lines in this program are to conduct Health Surveillance, Epidemiology, and Analysis; Disease and Injury Prevention; and PH Consultation and Support for the benefit of active-duty service members, retirees, and their families. Battelle shall enable these capabilities and product lines by providing Scientific and Technical Information (STI) deliverables, by performing Research, Development, Test and Evaluation (RDT&E), and other Research and Development (R&D) related analytical services. This position supports the Epi Data Center (EDC), which provides data analysis for public health surveillance for Navy and Marine Corps members and dependents in in the following areas in the following areas: Diseases, Conditions and Infections, Reportable Medical Events, Deployment Health Assessments, Occupational and Environmental Exposures, and Information Technology.
Supports server and database administration through architecture, design, development, and administration of large web and database servers.
Responsibilities
• Serves as a systems administrator for the Epi Data Center responsible for assigned systems maintained/administered by the organization.
• Serves as a systems administrator for the more complex systems involving several servers hosted both locally and in the cloud.
• Assists other system administrators in troubleshooting problems and implementing changes to the more complex systems.
• Diagnoses system failures to isolate source of problems between equipment, system software, and application.
• Monitor and assist in carrying out server maintenance functions.
• Monitors, operates, and troubleshoots server hardware and software.
• Serves as a subject matter expert on server architecture and operations within the multiple data center locations operated by EDC.
• Reviews server monitoring tools daily, requests data, reviews data and formulates system health, recommends system changes based on review of the system health, writes after action reports if system outages occur and provides results to EDC leadership.
Key Qualifications
• B.S. in Information Systems Management, Computer Science, Information Technology, or related field and minimum of 5 years’ experience, including at least 3 years of system administrator experience.
• Ability to obtain and maintain a U.S. government security clearance (U.S. citizenship required).
• Certifications: Microsoft Certified: Azure Database Administrator Associate, or similar vendor-specific certifications.
• Current CompTIA Security+ certification is required prior to starting.
• Experience with Internet Information Services (IIS) 7.5 or higher.
• Ability to obtain and maintain applicable DoD 8570 certifications.
Knowledge and experience in the following:
• IT field, specializing in Microsoft Server infrastructure and Microsoft SQL Server in both physical and virtualized environments, including Virtual Desktop Infrastructure (VDI).
• Applying systems administration methods and procedures and performance monitoring methods sufficient to schedule, monitor and verify the integrity of systems installation, backups, recovery, and security.
• Applying systems administration methods and procedures sufficient to install server upgrades, schedule maintenance downtime such that it minimizes the adverse impact on the users and to recognize and refer the more complex problems to a higher‐graded specialist.
• System performance monitoring software and procedures to monitor system performance, peak usage times, etc.
• System software, hardware, and networking to recognize interrelationships within area of responsibility sufficient to report, respond to, and resolve complex customer requests.
• etwork configuration techniques, computer equipment and assigned system software to determine the source of failures.
• Using system software, IT security principles and functional application software used throughout the organization.
• Understanding of hardware, software and network infrastructure relates to the serviced systems along with an understanding of how they integrate sufficient to analyze problems reported and to distinguish among hardware, software, network, and user‐related problems.
• Computer systems and information transmission systems standards and equipment sufficient to install, configure, upgrade, and troubleshoot hardware and software components.
• Methods and procedures for documenting problem analysis and resolutions sufficient to maintain records of activities.
• Server rack characteristics, NEMA plug and receptacle.
• Experience with system and application accreditation and STIGs as they apply to the DoD Risk Management Framework Process
• Ability to identify and troubleshoot complex system and application issues leading to performance degradation.
• Creation of documentation in support of server architecture and applicable security principles.
• Cloud based architecture and environments.
Preferred Qualifications
• Master’s degree in computer science or related field preferred.
• Military IT infrastructure experience in engineering, maintenance, operation, administration, and defense.
• Experience in software development utilizing Microsoft’s Extract ‐ Load ‐ Translate (ETL) tool and SQL Servers Integration Services (SSIS) to handle and develop various data processes.
• Experience with Java, Visual Basic, and/or C#.
• Experience with database security principles and best practices, including access control, authentication, encryption, and data privacy regulations (e.g., GDPR, HIPAA).
• Experience with database administration tools and utilities, such as Microsoft SQL Server Management Studio, or T-SQL, MySQL Workbench. SQL server 16Experience establishing a formal QA/QC process program.
• Current Microsoft SQL Server certification.
