ResponsibilitiesNoblis is positioned to provide technology and operational solutions to senior decision makers in the Department of Homeland Security (DHS) in the Science and Technology (S&T) Directorate. The DHS S&T Directorate is the primary research and development arm of DHS and manages science and technology research, from development through transition, for the Department’s operational components and first responders. Established by Congress to provide innovative solutions to the nation’s homeland security challenges, S&T is the core source of scientific and engineering expertise for DHS and is uniquely postured to enhance our nation’s security and resilience by providing knowledge products and innovative technology solutions for the Homeland Security Enterprise (HSE). The DHS S&T Office of Industry Partnerships (OIP) engages industry and facilitates partnerships with private sector innovators to advance commercial technology solutions that address homeland security challenges.This role provides program management and communications & outreach services for OIP, as part of a multidisciplinary team of high-performance professionals tackling the client’s most vexing technical and technological challenges, and developing solutions to meet the next homeland security threats. Responsibilities include but are not limited to:• Analyzing and supporting the refinement of the strategy, goals, and objectives—for both the Division and individual OIP Programs—to develop specific tactics that will be vetted with the respective federal leads, prior to supporting their implementation• Engaging with performers and external stakeholders (via virtual conferences and events, meetings, discussions, webinars, etc.) and facilitate contacts between companies and DHS stakeholders/potential end-users via informal and formal methods• Performing day-to-day coordination of assigned projects that may involve developing OIP talking points, briefings, web content, publications, reports, program management documents, and other materials for internal and external audiences; responding to data calls, and coordinating and facilitating programmatic meetings• Providing program management and communications subject matter expertise and programmatic services to support OIP’s ability to increase external engagement and participation in stakeholder events such as events and workshops• Monitoring and reporting on performance against OIP goals, key outputs, outcomes, and impacts to technical and non-technical audiences, as needed• Writing, editing, and reviewing content including, brochures, fact sheets, video and radio scripts, white papers, presentations, case studies, press releases, proposals, nominations, and other artifacts (as needed)• Synthesizing data and information from disparate sources to develop effective (oral and written) communications as wel las translating technical and complex topics into differentiated messaging that resonates with key stakeholders• Reviewing documents for grammar and punctuation, and consistency with the organization’s style and format• Coordinating communications approvals for project-related programmatic and technical slide presentations, white papers, and other documentation to support project meetings, technical reviews, and presentations to senior leadership, as required• Maintaining organized and logical files for all necessary program documentation and records management, including electronic and hard copy• Ensuring quality assurance/quality control in work productsRequired Qualifications• Bachelor’s Degree (i.e., BA/BS) and a minimum of 10 years of relevant experience• Active SECRET clearance or an interim SECRET clearance (or higher)• Favorable Department of Homeland Security suitability adjudication• Ability to work on multiple projects which includes prioritizing, tracking, maintaining attention to detail, and following up through project completion• Flexibility/adaptability to work in a fast-paced environment• Proficiency with MS Office (especially Outlook, Word, PowerPoint, and Excel) and MS TeamsDesired Qualifications• Expertise in internal and external stakeholder engagement, development of communications materials for both audiences, and related project management best practices• Hands-on experience in direct execution of major efforts to engage industry partners including federal research organizations, small business, and non-traditional innovators• Experience developing compelling, clear, and consistent communications as well as strategic guidance to Program Managers and senior leaders• Demonstrated strong oral and written communication skills, targeting both technical and non-technical audiences• Experience engaging S&T stakeholders including DHS components (e.g., TSA, CBP, FPS, NPPD, DNDO/CWMD, USCG, and ICE) and first responders• Candidates with an existing Secret clearance and DHS Suitability are strongly preferred.OverviewNoblis and our wholly owned subsidiaries, Noblis ESI, and Noblis MSD tackle the nation’s toughest problems and apply advanced solutions to our clients’ most critical missions. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours.
