Position Overview
The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Statewide Substitute Care Cost Data Administrator. Under general direction, this position will manage and coordinate the statewide collection and review of proposed budgets and cost reports for all provider agencies to ensure compliance. The position will utilize trend analysis and the application of other analytical models to evaluate program progress in various grant areas for program and fiscal management purposes and will analyze results of studies to provide the basis for budget projections. Job Responsibilities
1. Serves as Manager of Cost Review and Rates, manages and coordinates the statewide collection and review of proposed budgets and cost reports for all grants to ensure compliance, recommends corrections, provides input into the design and implementation of computerized collection of the costs, provides input into the design and implementation of cost and rate studies and of alternate rate systems
2. Utilizes trend analysis and the application of other analytical models to evaluate program progress in various grant areas for program and fiscal management purposes
3. Serves as statewide manager for the development and review of special duties regarding audits, cost reports and Statement of Functional Expenses
4. Assists in conducting training for all DCFS regional contract staff and provider agency staff throughout the state to address items identified through the quarterly and annual cost and rate studies, cost reporting requirements and rate setting guidelines
5. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualification
1. Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration, economics, planning, accounting, or related subjects
2. Requires two years of responsible administrative experience in accounting or budget in a public or business organization
Specialized Skills
Of the Noted years of experience, requires that the experience include making determination regarding allowable cost, as well as budgeting, grant management and fiscal analysis in a public or business organization, with one year of experience using Microsoft Excel and designing Microsoft Access queries.

1. Prefers two years of experience making determinations regarding allowable cost, as well as budgeting grant management and fiscal analysis in a public or business organization

3. Prefers two years of experience utilizing trend analysis and other analytical models in a public and business organization

5. Prefers two years of experience representing a public or business organization in meetings, on task forces etc.
