Job Description
The Senior Analyst/Interstate Pipelines reports to the Manager/Interstate Pipelines (Manager) and is responsible for assisting the Manager in day-to-day business operations of Great Basin Gas Transmission Company (GBGTC) and Southwest Gas Transmission Company (SGTC). The Sr Analyst is involved in varied and ongoing complex and technical analyses.
This position is responsible for assisting subject matter experts in the analysis of the regulatory initiatives for Interstate Pipelines and may be responsible for ensuring all rate changes, tariffs, and regulatory initiatives are performed as directed, as well as developing, recommending, and implementing regulatory solutions that maximize the Company’s opportunity to recover its authorized margin amounts and earn the authorized rate of return. This position will serve as a subject matter expert witness in regulatory proceedings before the Federal Regulatory Commission (FERC) and is a subject matter expert in cost of service and rate design for interstate pipelines.
This position will be responsible for leading or assisting senior Interstate Pipelines management in ongoing activities with the FERC and other federal administrative agencies on behalf of GBGTC and SGTC.
POSITION DIMENSIONS
This position does not have direct accountability for budgets. The incumbent frequently exchanges information with all levels of personnel within the organization, suppliers, representatives of other interstate pipelines, outside consultants, shippers, FERC Staff, and other federal and state government representatives.
Qualifications
There are clear precedents and practices which the incumbent uses to determine how this job is performed. This position requires a minimum of five years of relevant work experience plus a minimum of a bachelor’s degree from an accredited university in economics, accounting, finance, engineering, or related field; or equivalent combination of education and experience sufficient to successfully perform the essential job responsibilities. In addition, this position requires the demonstration of a high level of analytic problem solving, knowledge of spreadsheet software, and the ability to perform complex computer model development, and a demonstration of an advanced level of technical writing ability.
Essential Job Responsibilities
• Assist in developing strategy, regulatory policy, philosophy, and objectives for GBGTC and SGTC related matters.
• Assist in the development of all regulatory proposals and review the work of internal personnel and external parties critically and ask challenging questions, to ensure that GBGTC and SGTC are achieving theirregulatory objectives.
• Proactively monitor, analyze, and provide subject matter expertise on regulatory filings, hearings, and decisions in the FERC, identify issues that may impact GBGTC and SGTC, and provide recommendations to senior Interstate Pipelines management to advance the regulatory strategy.
• Prepare or assist in the preparation and prosecution of GBGTC’s and SGTC’s regulatory filings including, but not limited to, general rate applications, general tariff filings, certificate filings, and regulatory reports. Such preparation may include testimony, supporting schedules and workpapers. Ensure work products effectively advance the Company’s technical regulatory strategies and may include direction to internal departments needed to develop analyses on topics related to current or possible regulatory issues.
• Perform as a subject matter expert witness in regulatory proceedings by writing and sponsoring testimony, responses to discovery requests, and testifying persuasively at hearing in support of any or all regulatory proposals before federal regulatory bodies, at times under adverse conditions, to defend the Company’s position or to defend against positions that the Company finds objectionable.
• Assist in the coordination and work with internal departments and outside consultants, as required, related, but not limited to, general rate case applications including statements, schedules and workpapers; certificate applications including project design, cost estimating, and rate calculations; information needed for various customer service requests; responding to data requests; and other filings before the FERC.
• Prepare or assist in the development of complex and technical analyses of multiple components of the cost of service and rate design allocation models for GBGTC and SGTC and identify variances, trends or issues that may impact cost recovery or regulatory initiatives.
• Maintain a comprehensive working knowledge of FERC rules and regulations that could impact GBGTC and SGTC business operations, including, FERC orders and policy, rulemakings, FERC rules of practice and procedures, and portions of the Code of Federal Regulation that pertain to GBGTC and SGTC business operations, such as certificate applications, rate and tariff changes, and open access transportation and storage services.
• Maintain a comprehensive working knowledge of GBGTC and SGTC Tariffs as well as other interstate pipelines in the region.
• Develop an awareness of activities companywide and consult with internal departments, as appropriate, to identify changesthat may impact the Interstate Pipelines regulatory strategy.
• Prepare or assist in the preparation of analyzing current and potential transportation and storage customer requests for additional GBGTC natural gas transportation or storage services.
• Prepare or assist in the preparation and maintenance of the FERC approved tariff records for GBGTC and SGTC that are consistent with regulatory,legal, and corporate requirements.
• Ensure all necessary filings related to construction projects, rate applications, or other regulatory dockets are filed with the FERC in a timely manner.
• Coordinate with Southwest Gas Information Services to setup and update required construction information websites for each Section 7 construction project .
• Become proficient with Tariff Shark, the FERC tariff filing software, the data request management system, and the rates and contract areas of the Great Basin Scheduling system.
• Assist other departments in carrying out their responsibilities by preparing analyses, projections, reports, or other data, as requested.
• Perform various components of the annual preparation of the budgeted margin and gas costs for Gas Used by GBGTC.
• Assist in the preparation of data required for the FERC Form 2A/3Q.
• Assist in the rate and contract maintenance and oversight within the Great Basin Scheduling System.
• Prepare and assist in the preparation of data requests and data request responses to other parties in general rate applications, certificate applications, and other regulatory filings before the FERC.
• Attend and participate in various conferences, workshops and hearings related to regulation and on-going proceedings or issues of interest to GBGTC and SGTC.
• Review complaints, briefs, statutes, regulations, proposed regulations, and other regulatory documents for the purpose of analyzing and formulating appropriate regulatory response or action.
• Assist in developing department procedures and documentation prepared by others to ensure they are appropriately updated and maintained.
• Assist in the development of the Interstate Pipelines Department annual budget process and prepare monthly budget variance reporting for management review.
• Actively identify, implement, and encourage potential enhancements to current processes that may streamline or increase efficiencies.
• Perform other duties and responsibilities as assigned.
