About The Role
The SQES Manager, a key management team member of Matson, is responsible for the administration of safety, industrial hygiene, security, and emergency response programs, including environmental compliance for the Matson Navigation Company of Alaska, LLC terminal located in Dutch Harbor. The SQES Manager will coordinate in the development and management of Matson’s SQES training program to prevent accidents and injuries to persons or damage to equipment and the environment. This position may fill in for the General or Operations Manager as needed.
What You’ll Do
• Maintain Facility Safety Officer (FSO) credentials.
• Manage consistent and rigorous implementation of Matson security, safety, and regulatory programs, including safety training.
• Support and advise on investigation of observed security and safety incidents immediately with the management team.
• Serve as a point of contact for federal and state agencies to ensure ongoing compliance with regulatory requirements.
Facility Security Officer (FSO)
• Ensure all provisions of 33 CFR 105 are complete and up to date.
• Report all occurrences or suspected occurrences of unlawful acts that threaten the security of the facility to the Company Security Officer (CSO) and to the Coast Guard Captain of the Port (COTP), Western Alaska.
• Implement additional security measures required within 12-hours of notification for increase in MARSEC Level.
• Coordinate access control to facilities, including personnel TWIC card, and training of vendors or new employees.
Manager of Safety, Quality, Environmental and Security
• Conduct regular site security and safety inspections.
• Participate in the comprehensive Facility Security Assessment (FSA), security audits, and development of the Facility Security Plan (FSP).
• Create and maintain a training program ensuring all regulatory and Matson training requirements are monitored for Dutch Harbor.
• Ensure compliance of all provisions within DOT 49 CFR.
• Ensure all regulatory requirements are in compliance, including any reports, registrations, or mandatory training. Regulatory codes include: USCG, OSHA, DOT, FMCSA, EPA, ADEC and other federal, state, or local regulations which may apply to the Dutch Harbor Terminal.
• Verify that environmental compliance is maintained at all levels of the terminal operation.
• Review and approve vendor procedures for projects on our properties. Oversight of vendor work activity and safety performance in terminal operating area.
• Ensure safety manuals and emergency action plans are documented and updated as required. Participate in personnel training on these procedures.
Key Performance Indicators (KPIs)
• Ensure the Facility Security Plan per 33 CFR is current and all personnel are trained on MARSEC (Maritime Security) levels.
• Facilitate Dutch Harbor Terminal security and vessel drills in accordance with FSP drill and exercise requirements.
• Record and report all attainment changes in MARSEC Levels to Matson CSO and COTP Western Alaska.
• Provide assistance to Vessel Security Officers, when requested, to confirm the identity of visitors and service providers seeking vessel access through our facility.
• Notify law enforcement personnel and other emergency responders of any transportation security incidents as soon as possible, permitting a timely response.
• Establish liaison with all local law enforcement agencies. Report any crimes and serious offenses to the appropriate law enforcement authorities.
• Communicate security, environmental, health and safety awareness to facility personnel. Conduct monthly safety meetings.
• Complete a comprehensive Hazardous Material Safety & Security Plan pursuant to 49 CFR for the Alaska Division every three years or as required.
• Maintain an accurate and up-to-date file of Safety Data Sheets (SDS) for all chemicals used in the terminal.
• Prepare and submit OSHA 300 logs each year in compliance with regulatory requirements.
• Review and ensure all incident and injury reports have an investigation of root cause with a risk mitigation identified or a workplace safety solution.
• Ensure all regulatory reports are completed and/or updated accurately and timely, including the quarterly SWPPP (Storm Water Pollution Prevention Plan) and SPCC (Spill Prevention, Control, and Countermeasure) inspection programs.
• Maintain health and safety programs and provide program documentation and workforce training verification upon request.
• Ensure of all breaches of security and security incidents are reported to the National Response Center (NRC).

And These Qualifications
• The FSO must have general knowledge of maritime security requirements, through training or equivalent job experience, as defined in 33 CFR 105.
• Five to ten years of experience in transportation or safety industry involving regulatory compliance, such as OSHA, FMCSA, DOT, EPA – both federal and state.
Extra Credit If You Have
• Previous experience working with a union workforce highly desired.
