Position Summary: The Compliance Manager will be responsible for managing the day-to-day operations of the futures commission merchant’s trade surveillance and monitoring team. Primary responsibilities of the team include futures and options on futures trade practice surveillance, managing the process of receiving and responding to regulators’ requests for information, and assessing compliance clearing organization and designated contract market (DCM) rules related to position and account transfers. The Compliance Manager will collaborate with global compliance teams to develop and implement global monitoring programs, where practicable, to leverage local regulatory expertise and create efficiencies.
Duties & Responsibilities:
Responsibilities include but are not limited to:
• Overseeing and coordinating well-researched responses to regulatory inquiries. Evaluating requests and responses for potential non-compliance issues and escalating, as needed.
• Managing the organization’s trade surveillance system to ensure compliance with applicable CFTC regulations, exchange rules, and RJO policies. Escalating issues and potential violations and working with stakeholders to remediate instances of non-compliance.
• Managing the compliance responsibilities of the organization’s account transfer and trade transfer processes.
• Assessing key risks and developing robust monitoring procedures intended to detect potential violations or deviations from regulations and policies.
• Collaborating with global compliance teams to develop consistent monitoring practices and procedures, where practicable.
• Continuously evaluating monitoring procedures and programs for improvement, efficiencies, and updates needed to meet regulatory requirements.
• Managing special investigations of suspicious activity and potential violations of relevant rules and firm policies.
• Supervising, training, and providing guidance to Compliance team members performing monitoring function to encourage a consistent understanding of policies and procedures.
Qualifications:
• 5+ years of compliance or regulatory experience.
• Significant futures and options experience required, including strong knowledge of CFTC regulations, NFA rules, and relevant designated contract markets’ rules, including CME Group Inc., ICE Futures US, and ICE Futures Europe.
• Excellent research and analytical skills with the ability to interpret rules, apply them practically, and develop sound conclusions.
• Strong relationship management and leadership skills with the ability to work collaboratively with people at all levels of the organization, including senior management and global teams.
• Strong organizational skills and able to balance competing priorities appropriately.
• Experience in dealing with senior compliance and regulatory staff at exchanges, clearing organizations, and regulatory agencies.
• Experience in staff management, including training and evaluating performance.
• Experience with derivative trade surveillance programs, such as SMARTS, Validus, or other similar software.
• Highly proficient in MS Office applications (Excel, Word, PowerPoint).
• Bachelor’s degree required.
