Our work focuses on addressing the legal and mental health needs of this population; building strong partnerships and engaging in training and capacity strengthening with governments, NGOs, and the private sector; and advocating for systemic and pragmatic reforms to advance the rights of unaccompanied and separated children.
Position Summary
KIND seeks a Management and Evaluation (M&E) Associate, Federal Contract, to oversee program quality tracking for what will be a large, complex federal services contract.
Reporting to the Project Director, Federal Contract, the M&E Associate will work closely with KIND’s Legal Programs Team and in collaboration with other KIND contract and core function staff, including on the Technology and Data Team. The incumbent will design and implement measurable program outcome frameworks aligned with customer (ORR) expectations for the contract; conduct data driven analysis of the impact of KIND’s and its network’s programming under the contract; and provide systems to track service delivery to ensure fidelity to project goals, continuous quality improvement, and accurate reporting.
This position is contingent upon KIND securing a contract pursuant to this proposed RFP.
This a headquarters position based remotely from any location in the U.S.
Essential Functions
• In collaboration with project staff, oversees program quality efforts of KIND and its national network of subcontractor organizations to ensure fidelity to project goals and customer (ORR) expectations
• Works with members of KIND’s federal contract project, Data and Technology, and Legal Programs teams, develop monitoring, evaluation, and learning frameworks, tools, and systems to meaningfully measure and communicate the impact of KIND and its subcontractor network’s performance on the contract, with an eye toward continuous performance quality improvement and accurate reporting
• Provides regular reports to senior leadership on project risks and opportunities and guidance on how to ensure improvement
• Conducts, and/or supports colleagues regarding, site visits to service delivery locations, as needed, to monitor performance and promote high-quality program delivery
• Maintains a thorough understanding of customer requirements, and informs project team of requirements, to ensure service alignment
• Achieves a high level of understanding of KIND’s mission and programmatic functions to communicate effectively with project senior leaders and provide relevant advice
Qualifications And Requirements
• Advance degree required
• Minimum of five years of experience in monitoring and evaluation and/or continuous quality improvement and reporting, ideally in child migration, children’s rights, gender, refugee, immigration, or livelihoods/economic development area.
• Proven success in designing, implementing, and operating project M&E systems from program/project design to closeout stages.
• Knowledge of evaluation methodologies and experience with qualitative, quantitative, and mixed methods, including basic statistical analysis. Experience with or interest in participatory evaluation methods.
• Experience working on large complex federal contracts, and/or significant state and local funded initiatives preferred
• Knowledge of and experience with indefinite delivery/indefinite quantity contracts (IDIQs) and the federal procurement and acquisition process strongly preferred
• Experience working with the Administration for Children & Families or the Office of Refugee Resettlement preferred but not required
• Proven ability to navigate successfully in complex, fast-paced organizations. Experience working on large and cross-functional project teams.
• Experience working with nongovernmental organizations, ideally those working in the child welfare, refugee, or humanitarian immigration context, preferred
• Exceptional communication skills in English, both verbal and written to include presentations, editing and proofreading skills; experience developing reports, briefings, and decks; and presenting in a professional and persuasive manner
• Ability to work independently and meet deadlines with minimal guidance and delegate as appropriate.
• Job may require up to 25% travel to various immigration court sites across the United States.
• Working knowledge of Microsoft Office Suite (such as Teams, Excel, etc.)
• Ability to work collaboratively and multi-task in our KIND environment, managing numerous priorities and emerging opportunities
• Excellent organizational skills with the ability to work on multiple projects in a deadline-oriented environment; ability to prioritize tasks and delegate as appropriate
• Ability to work effectively with people of diverse backgrounds, lived experiences, and communication styles
