OUTREACH NAVIGATOR
The City of Tucson’s Housing & Community Development Department is seeking experienced Homeless Outreach Navigators to engage and assist homeless and near homeless individuals, families and youth in services to end their homelessness, and assist them in accessing housing and resources.
General Description
Acts as a liaison between owners, tenants, and government agencies to provide low income housing assistance. Maintains caseloads, determines eligibility for housing assistance, and performs administrative duties.
Essential Functions
Maintains caseloads by maintaining waiting lists, scheduling appointments, updating client files, making arrangements for inspections, preparing contracts for new move-ins, transfers, and re-examinations, negotiating training and service plans, collecting rent, determining the client’s needs, providing advice and referrals, explaining procedures, following up on client’s progress, responding to complaints, amending contract goals as needed, and acting as a mediator between all related parties.
Determines eligibility by interviewing clients, assisting clients with paperwork, reviewing and analyzing income, asset and deduction information, conducting background screening, examining reports and requesting third party verification.
Responds to telephone calls, compiles information, maintains logs and files, generates maintenance work orders, processes paperwork, prepares reports, enters information into the computer system, reviews files for accuracy, prepares correspondence, orders supplies and distributes mail.
Performs public relations duties by attending agency fairs, networking and visiting agencies to learn about new resources and acting as a liaison.
Collects donations, assists with special events, prepares marketing materials and assists Spanish speaking customers as required.
Minimum Qualifications
Minimum Education Level & Type: High School Diploma or G.E.D
Minimum Experience Qualifications: Under 1 year of experience on assisted housing, human services, community development or property management
Special Job Requirements
Homeless outreach is conducted in parks, washes and deserts and therefore requires traversing through grass, dirt and other uneven surfaces.
Ability to work outside in inclement weather
Exposure to extreme heat, cold, dampness, dust, pollen, odors, fumes, etc. as Homeless outreach is conducted throughout the year and requires the ability to withstand summer heat.
Exposure to blood and airborne pathogens
Successful candidate will have a pre-existing network of other City of Tucson departments and local agencies and coalitions.
Preferred Qualifications
Extensive prior experience with Homeless outreach in Tucson and Pima County
Participation in Tucson / Pima County Street Count
Experience administering SPDAT tools
Experience using HMIS locally
Experience working with the mental health system in Tucson
Selection Plan
Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions.
Highest scoring applicants will be invited to participate in an Oral Board Interview. Please note that Oral Board interviews may be conducted in person for local candidates and virtually for out-of-town candidates, and based on current COVID-19 protocol at time of Oral Board interviews, all interviews may be conducted virtually.
Oral Board interviews will be conducted In-Person on June 29, 2022 and June 30, 2022 (if second day is necessary)
Hiring interviews may be conducted.
Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant’s ranking on the Civil Service list will be based on their final score which will be calculated as:

This recruitment will establish a civil service list that will be utilized to fill vacancies in Housing & Community Development Department within the next 6 months.
Please note that this list will be used to fill permanent positions as well as some grant funded positions (grant funded positions are contingent upon available funding through that grant and employment in those grant funded positions is subject to end in conjunction with the grant funding).
