Under direction, the Grants and Budget Analyst performs a variety of professional grants development planning and analysis duties to maintain general accounting, budget, and cost systems; ensures compliance with applicable legal, regulatory, or grant funding requirements, including ensuring funds are expended in a manner consistent with the rules and regulations; develops, prepares and submits a variety of financial statements and reports, including developing scopes, schedules and budgets; supports the development of grant agreements; manages grant funding for the District’s operating and capital programs, including representing the District with staff from outside agencies; and performs related duties as assigned.

• Serves as financial point of contact for all grant awards; develops, prepares, and submits financial reports to granting agency; prepares all invoice documentation consistent with applicable requirements, and may draft closeout of awards as needed.
• Coordinates the District’s response to federal and state grant funding requirements; ensures agency compliance with management reviews including Federal Transit Administration triennial review, Federal Railroad Administration periodic program management reviews, and state and regional reviews; compiles and prepares a variety of grant funding and expenditure documents.
• Participates in developing the annual operating and capital budgets; assists in coordinating the budget process and ensures timely submission of requests; formulates, prepares, and communicates budget completion schedules, calendars, and deadlines; assists in preparing the annual budget book.
• Monitor capital costs and expenditure patterns to predict areas of financial concern and possible budget surplus and deficits; prepares any necessary staff reports and resolutions for approval for capital and operating grant funds.
• Prepares and submits a variety financial statements and reports including grant forms and applications as needed to granting agencies; ensures compliance with applicable legal, regulatory, and grant funding requirements, including ensuring funds are expended consistent with rules and regulations.
• Writes grant agreements and memoranda of understanding between the District and funding agencies for secured grant funds awarded to SMART.
• Performs various financial analysis, including revenue and expenditure projections and forecasting, analysis of expenditures, cash flow analysis, and grant funds disbursement; reviews budgetary information related to contracts and agreements; enters and tracks information in contract management system.
• Coordinates with District staff, vendors, and contractors to ensure that key deliverables are met and properly accounted for; verifies invoicing reflects current contract and task order scope of works, rates, and contracting language; tracks and logs data for grant funding record keeping requirements.
• Maintains online access of accounts for federal awards and completes all mandatory training to remain compliant with grant requirements.
• Provides responsible staff assistance to management; prepares and proofreads a?variety of?technical reports,?letters, memoranda, correspondence,?and other written materials; composes correspondence and reports related to assigned area of responsibility; develops, designs, and produces charts, graphs, presentations, and spreadsheets.
• Prepares and presents financial and budget reports, analyses, and documents, including a variety of statistical analysis and recommendations.
• Reviews prevailing wage and certified payroll documentation, stays abreast of and complies with any new or existing local, state, and federal policies and requirements in this subject area.
• Responds to information requests for historical funding and contract data; compiles data and organizes reporting for a variety of programs, including Disadvantaged Business Enterprise Program.
• Represents the District in meetings with members of other public and private organizations, contractors, and the public; may prepare and conduct presentations for a variety of audiences.
• Stays abreast of changes in federal, state, and local regulations pertaining to the administration of grant funds and public sector budgeting; understands and applies the various rules and regulations associated with each funding source.
• Adheres to all required safety procedures and programs.

QUALIFICATIONS
Knowledge of:
• Methods of financial, budgetary, and statistical analysis and expenditure tracking.
• Principles, practices, and procedures of funding sources and grant funds disbursement requirements.
• Principles and practices of preparing financial statements and reports and financial recordkeeping.
• Mathematical principles and statistical methods.
• Basic principles, practices, and methods of governmental accounting including Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) requirements.
• Methods and techniques of effective technical report preparation and presentation.
• Basic understanding of grant agreement and memorandum of understanding structures.
• Applicable federal, state, and local laws, codes, and ordinances relevant to area of responsibility.
• Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors and District staff.
• The structure and content of the English language, including the meaning and spelling of words, rules of composition and grammar.

Education:
Completion of a bachelor’s degree from an accredited college or university with major coursework in finance, business administration, public administration, or related field Experience:
• Three (3) years of increasingly responsible experience in governmental budgeting, finance, and/or grants administration.
OR
• Completion of an associate degree from an accredited institution with major coursework in finance, business administration, public administration, or related field in tandem and five (5) years’ experience in governmental budgeting, finance, and/or grants administration.
• Experience may be substituted for education on a year for year basis.
