The Incumbent is responsible for managing all day-to-day facility maintenance and repair operations, as it relates to the inspection of mechanical and electrical systems, equipment and components associated with Naval Submarine Base Kings Bay –Dry Dock, , IAW MIL-STD 1625 (Controlled Inspections), overall structural or plumbing components, painting, sluice gates and caissons including managing the completion of work orders, ensuring all preventative maintenance repairs are completed timely, ensuring building systems are maintained, and assigned, monitoring and managing the work of employees and/or service subcontractors.
Essential Duties & Job Functions:
· Directly responsible for the satisfactory completion of Controlled Inspections that are a critical element of sustaining Dry Dock certification for Kings Bay.
· Responsible for records, schedules, other associated documentation, and reports in support of the Controlled Inspections.
· This position may perform work in other waterfront areas of Naval Base Kings Bay in support of assigned work accomplishment.
· Oversees employees responsible for performing Structural, , Interior Plumbing, Painting, Locksmith, Road Striping and Cathodic Protection and other functional areas as assigned. Assigns, monitors/directs and supervises employee work. Sets work schedules for all craft personnel in assigned areas of responsibility.
· Tracks work status and completion and coordinates work orders and preventative maintenance work as well as other various departments within the contract.
· Makes recommendations for hiring, disciplinary action, training, promotion, termination, or other employee status changes.
· Prepares and presents weekly/monthly Progress Reports as required.
· Acts as technical advisor for all matters relating to assigned functional areas.
· Inspects and diagnoses problems to determine corrective actions/repairs in all the trade levels.
· Advises TRF Dry Dock Facilities Manager of major problems and recommends corrective action.
· Conducts random inspections to review work in progress. Ensures procedures are followed along with meeting high level of quality standards.
· Reviews completed site work to verify compliance in accordance with applicable plans, procedures, and all governing codes.
· Interfaces with external and internal customers as required maximizing productivity and minimizing lost time.
· Maintains adequate levels of tools, equipment, and maintenance supplies.
· Coordinates with employees and warehouse personnel to identify the proper and correct materials, parts assemblies necessary to complete the job/task.
· Interprets, applies, and explains complex codes, regulations, and procedures.
· Reviews and approve all employee timesheets and submits them in a timely manner.
· Responds to emergency site maintenance requests as required.
· Ensures proper housekeeping practices are observed.
· Understands planned outage processes.
· Confers with and advises other management personnel of maintenance projects and priorities.

· Adheres to the established company safety, personnel policies and standard operating procedures.

Accountable For:
· Knowledge of work control and logistics systems
· Understanding and compliance with UFC 4-150-07 Maintenance of Waterfront Facilities, MO-321 Facilities Management, MIL-STD- 1625 Standard Safety Certification Program for Dry Docking Facilities and Shipbuilding Ways for U.S. Navy Ships.
· Using of MS Office at an intermediate level
· Using common office equipment including, copiers, fax machines, and computers
· Understanding client’s business needs and responding to them without compromising the integrity or profitability of all parties
· Personnel accountability and performance management to include personnel reviews, timesheet review, leave request, counseling, coaching, disciplinary actions, and recognition for assigned staff members.
· Communicating effectively orally and in writing, including the ability to make significant presentations to senior team and client management
· Successfully completing all mandated training requirements per government and management directives
· Timely and cost effective performance of duties.
· Timely completion and accuracy of all departmental work.
· Ensuring compliance with company safety regulations.
· Dealing with a variety of people in a professional, courteous manner in diversified situations.
· Adherence to established Jacobs safety policies and good industrial and office safety practices.
· Compliance with Jacobs Standard Operating Procedures and Personnel policies and procedures.
· Demonstrating skill in the use of MS Word and Excel at the intermediate or higher level.
· Effectively coordinating a number of projects simultaneously.
· Demonstrating the ability to work well under pressure.
· Being onsite during normal business hours and the being able to report back within two hours after the Government’s normal working hours.
Here’s what you’ll need :
Job Requirements (Education, Experience, Professional Associations):
· Experience in facilities operations and/or maintenance related work.
· Experience in Marine Mechanical/Electrical Equipment or Facilities maintenance involving Graving Dry Docks or Marine Facilities.
· Two years’ experience in a supervisory or management capacity.
· Demonstrated ability to manage, train and motivate subordinate employees to attain stated goals and objectives.·
· Current valid state issued driver’s license with acceptable driving record.
Must be able to obtain a SECRET Clearance.
· Ability to successfully pass any background checks and/or drug testing required on the contract.
· U.S. Citizenship
Preferred
· Current Secret Security Clearance.
· Five to ten years facility operations management.
· Three to five years’ experience in a supervisory or management role.
· Previous marine inspection functional experience, including underwater portions of docks, caissons, and cathodic protection.
· Experience preparing or updating drawings using AutoCAD.
· Journeyman license in any discipline.
· Understanding of Government contracts, correspondence, reports, and records.
