The NISC IV program at Leidos has an opening for Construction Scheduling and Project Delay Analysis in the Federal Aviation Administration (FAA) Western Service Area. The candidates will provide technical expertise in managing project schedules using Primavera, perform critical path analysis, scenario planning, dispute resolution, and resource management.
The candidates will apply broad experience and advanced technical knowledge on multiple, varying and complex assignments. It is necessary to plan, coordinate and perform work with a high degree of independence, while keeping the FAA advised of significant problem areas and effects of project changes and/or delays. The work will require the ability to operate independently to evaluate the functional status of systems and facilities, construction progress, review electrical schematics, installation designs and specifications, manage project logistics, ensure compliance with safety procedures, and prepare risk mitigation plans.
Routine duties will include:
• Create, track, and analyze the critical path progression and changes for the construction duration.
• Analyze schedule delays to establish cause and extent of delays to assist in construction delay claim resolution.
• Provide schedule Time Impact Analysis for any change orders that affect the construction schedule and assist with schedule negotiations and contractor delay time settlements.
• Provide ongoing updates to the schedule logic, to include managing the input of data, performing scenario analysis on execution alternatives, and report on the impacts to the overall schedule including critical path analysis.
• Evaluate Potential Change Requests (PCR’s) for validation and pricing.
• Evaluate Notification of Impact Letters initiated by general contractors and analyze Change Estimates (CEs) for cost details and schedule impacts.
• Review claims submitted to the FAA for cost and schedule impacts and make recommendations for dispute resolution.
• Review general contractor Division One Construction Progress Documentation and assist in determining compliance.
• Evaluate construction productivity and progress data, extended general conditions, and expediting expenses.
• Review third-party construction Prime Contractor’s weekly/monthly schedule progress and perform schedule analysis to track added and/or deleted activities, as well as relationships/links between activities.
• Provide recommendations on Non-Compliance Reports (NCRs).
Position requires approximately 25% travel.
Please Note: This is a 100% Full Time remote, work at home opportunity. ** Prefers candidate to be within the FAA’s Western Service area locations (i.e. California, Colorado, Idaho, Montana, Nevada, Oregon, Utah, Washington State, Wyoming, Arizona) **
Required Qualifications:
• Bachelors degree in Construction Management OR any Engineering.
• Strong technical background and experience with construction projects, risk mitigation, coordination planning and documentation.
• Minimum of 10 years experience using Primavera in large, industrial, complex multi-structure construction projects.
• Experience using Critical Path Method (CPM) techniques.
• Experience with construction contract litigation processes of claims, disputes, and resolutions.
• Experience producing and analyzing Division One Construction Progress Documentation.
• Ability to obtain a Public Trust Security Clearance Suitability (To be eligible for Public Trust Security Clearance, one must be either a U.S. Citizen OR a U.S. Permanent Resident/Green Card holder who has resided in the U.S.A for the past 3 years of the past 5 years consecutively with no breaks).
• Bachelors degree and 12+ years of prior relevant experience OR Masters with 10+ years of prior relevant experience.
Desired Qualifications:
• PE, PMP and/or PSP certifications.
• Prior FAA experience.

Pay Range:
Pay Range $108,550.00 – $196,225.00
