This individual is tasked with establishing a centralized system-wide pharmacy function that will partner with local teams and work closely with executive leadership across Mass General Brigham institutions. Strategically plans, organizes, and directs pharmacy operations across MGB sites to support high quality patient experience. Provides leadership for clinical pharmacy programs and activities across the enterprise that include, but are not limited to, inpatient and outpatient drug distribution, research/clinical trials, medication use quality and safety, regulatory compliance, drug procurement, and financial performance. Establishes partnership with the MGB Associate Chief Medical Officer (OCMO), the Enterprise Director Pharmacy Strategy & Business Development and Vice President, Specialty Pharmacy (regarding specialty pharmacy and the 340B program), as well as entity pharmacy leaders to optimize all aspects of clinical pharmacy across MGB. Executes on policy and formulary decisions in collaboration with the OCMO. Develops systems and services which ensure optimal therapeutic drug utilization for all patients. Collaborates with Enterprise Director Pharmacy Strategy & Business Development and Vice President Specialty Pharmacy to establish and execute the strategy for MGB Enterprise Pharmacy. Anticipates and creates plans to manage new drug costs and supply chain related shortages, incorporating new technologies that enhance operational performance. The Chief Pharmacy Officer will lead a reorganization of our current pharmacy capabilities and personnel to create an integrated team managing optimization of the enterprise-wide pharmacy mission. This team, under the leadership of the Chief Pharmacy Officer, will generate system-wide strategies and policies while supporting locally deployed leaders and teams to execute.Overall Responsibilities• Provides leadership for the effective system-wide alignment of all MGB Pharmacy services.• Ensures responsibilities are fulfilled and consistent with the mission statement, goals, and objectives across MGB.• Engages with clinicians, administrators, regulatory agencies, clinical trial teams, and other key stakeholders to further integrate enterprise-wide pharmacy services into seamless delivery processes across the care continuum.• Leads assessment, development, coordination, implementation, and optimization of exemplary pharmacy programs and services.• Leads pharmacy operations in compliance with state and federal laws and regulations.• Assures the development of policies and procedures for all key pharmacy services functions including operations, clinical services, and pharmacy procurement. Will work with the business development team to identify future opportunities that increase revenue or decrease expenses.• Oversees continuous improvement activities to deliver exceptional patient, clinician, and financial outcomes.• Develops goals, objectives, and budgets that support the mission of MGB.Operational Planning• Directs the implementation of short and long-term enterprise pharmacy strategies across MGB.• Designs and implements innovative acute care and ambulatory care pharmacy services across the system including in the community and in academic settings.• Drafts and negotiates contracts for competitive advantage with pharmaceutical manufacturers, wholesale distributors, group purchasing organizations, and service, software and equipment vendors in the pharmacy space.• Advises hospital personnel regarding anticipated trends in health care, drug therapy, and pharmacy practice and what may be needed to support those changes.• Actively works with government relationships departments and other health systems and professional pharmacy associations to lobby for laws expanding patients access to pharmacy services to improve outcomes and decrease overall healthcare costs.• Provides oversight of MGH infusion pharmacy and works collaboratively with Vice President Specialty Pharmacy to support medication management related to these infusions.Human Resources• Assesses current state clinical pharmacy structure across the enterprise and develops an integrated model for enterprise pharmacy.• Recruits, supports, and develops an exemplary management, clinical, and technical staff.• Develops, implements, and sustains a workforce pipeline strategy across MGB Pharmacy.• Provides direct supervision to pharmacy leadership with overall management responsibility for all clinical pharmacy staff in coordination with pharmacy directors. Partners with but does not directly oversee specialty pharmacy and the 340B Program.• Provides direction, expertise, and leadership for the pharmacy services staff.• Responsible for communications throughout the enterprise to ensure information is shared to promote effective operations and positive employee relations.• Manages human resources efforts by determining the appropriate number of staff required to meet patient care needs while satisfying regulatory and accrediting requirements.• Ensures that MGB pharmacies are in compliance with hospital and Joint Commission policies with regards to their employee education and training requirements.• Responsible for the conduct, operations, and results of all pharmacy staff. Works with appropriate leaders in Human Resources to address issues.• Ensures that all performance evaluations are performed in a timely manner and in compliance with hospital and departmental compensation plans.Regulatory, Quality and Safety• Initiates action, leverages data, and leads performance improvement initiatives to improve quality, cost, and pharmacy services.• Assures compliance with the current Joint Commission on Accreditation of Healthcare Organizations’ Standards for Medication Management and other state and federal agencies (i.e., DPH and the MA Board of Pharmacy).• Aligns and coordinates efforts for Joint Commission preparedness across the enterprise. Ensures high risk areas have consistent performance.• Ensures policies and procedures for drug diversion surveillance programs are within compliance and functioning at the highest level across the enterprise.• Provides leadership direction and facilitates implementation of medication safety related initiatives, including quality improvement initiatives, to improve value across the medication use continuum.• Leads programs and collaborates with key leaders to further MGB’s commitment to achieve safer, more effective medication use through formulary management, and the intelligent and cost-effective use of technology, analytics, drug information, and medication use policy.• Responsible for emergency preparedness and developing business continuity plans, in collaboration with the emergency preparedness and business continuity team, for the continued operation of medication-use systems, the provision of pharmacy services, and access to the pharmaceutical supply chain during emergencies and disasters.Financial• Strengthens financial performance through appropriate pharmacy usage, decreases waste, and negotiates favorable pricing for the enterprise.• Manages the pharmacy’s financial performance and develops budgets aligned with organizational and departmental objectives.• Identifies and leads the implementation of strategic initiatives which leverage the total purchasing power of the enterprise to achieve cost savings and/or increased revenue.• Assesses expense (rent, telephones, staffing, etc.) management issues and performs comparative analyses.• Develops and implements strategies for cost containment.Drug Policy• Serves as the chair of the MGB Pharmacy and Therapeutics Safety Committee (PTSC).• Works with Pharmacy Leaders and PTSC to improve clinical resource utilization to improve drug therapy management and utilization.• Collaborates with enterprise Leaders, MGB Specialty Pharmacy and 340B Leaders and MGB CMO to develop drug-utilization and formulary initiatives that optimize therapeutic outcomes and ensure the use of cost-effective pharmacotherapy throughout the system.Identifies inappropriate utilization and leads efforts to modify practices to improve medication use.Informatics• Collaborates with leadership and staff to implement improvements supportive of strong and effective use of electronic health record for pharmacy programs.• In partnership with the digital team, oversees the selection and implementation of all pharmacy automation and software.• Leverages technology and automated systems to optimize the medication use system.Supply Chain• Responsible for pharmaceutical contracting, procurement, receiving, security, inventory control, and distribution policies including reverse distribution and other methods of pharmaceutical waste disposal.• Collaborates with Enterprise Director Pharmacy Strategy & Business Development and Vice President Specialty Pharmacy to establish and execute the pharmacy supply chain strategy for MGB system-wide.• Provides input and collaborates with the MGB 340b drug discount team.• Partners with Emergency Preparedness to manage severe drug shortages.Research and Education• Responsible for the professional development of competent and effective pharmacy leaders and teams across the enterprise.• Participates in and/or supports medical and pharmaceutical research by providing support to the clinical trials pharmacy services.• Supports education and student placement efforts across MGB pharmacy settings.Leading Teams• Able to attract and recruit top talent, motivate the team, delegate effectively, celebrate diversity within the team, and manage performance; widely viewed as a strong developer of others.• Able to persevere in the face of challenges and exhibit a relentless commitment to higher standards, which commands respect from followers.• Serve as a leader who is self-reflective and aware of his/her own limitations; leads by example and drives the organization’s performance with an attitude of continuous improvement by being open to feedback and self-improvement.QualificationsEducation and Training: A Doctor of Pharmacy from an ACPE-accredited College of Pharmacy is preferred.Licensure: Valid pharmacy license to practice pharmacy in Massachusetts is required.Experience: Minimum of 10 years of progressive hospital pharmacy leadership experience in a large academic medical center or health system with responsibility for the management and supervision of pharmacy personnel with emphasis on pharmacy systems, practice management, regulatory requirements, pharmacy education programs, operational policies and procedures, pharmacy informatics, and automation and technology. Experience in the entire continuum of care (e.g., inpatient, outpatient, ambulatory, regulatory) is desirable.
