Job Description
Associate Director, Health Policy and Government Affairs, will focus on the impact of federal and commercial trends and initiatives on health policies, patient access, and provider reimbursement. This position will call on managed care organizations, Medicare MACs, state Medicaid, Medicare Advantage and commercial plans to increase coverage of PRM (Plastic Regenrative Medicin) product portfolio by driving medical policy coverage initiatives. Develop and implement strategies that lead to successful insurance acceptance of PRM products into payor medical policy guidelines. This team member will work collaboratively with the reimbursement field team, medical, marketing, etc., and communicate payor policy positions that shape a positive market access for Allergan Aesthetics.
Principle Responsibilities: (essential job duties and responsibilities)
• Identify and address key product barriers to payor access and performance by applying advanced understanding and experience with payor analysis and market trends.
• Customize access strategies across payor channels based on payor analysis and market trends.
• Translate federal and commercial policy developments into easy-to-understand and digestible content for internal and external customers.
• Develop key performance indicators and metrics to access impact of key initiatives.
• Provide support in writing comment letters and or other written advocacy documents in response to proposed federal/state and commercial health payor policies.
• Ensure cross-functional collaboration developing and supporting a network of internal partners.
Government Affairs Principal Responsibilities:
• Call on managed care organizations, Medicare MACs, state Medicaid, and Advantage plans to increase coverage of PRM product portfolio by driving medical policy coverage initiatives within assigned geography. Develop and implement strategies that lead to successful insurance acceptance of PRM products into payor medical policy guidelines.
• Closely monitor and flag legislative and regulatory actions that would impact Allergan Aesthetics operations and products including but not limited to health care and Medicare and Medicaid reimbursement.
• Analyze Federal Registry documents and prepare policy analysis including educational materials and presentations regarding the potential impact of state and federal policies on Allergan Aesthetics’ business.
• Proactively explore and evaluate potential/emerging policy proposals.
• Identify trends and activities related to coverage and access of Allergan Aesthetic products.
Qualifications
• Expert knowledge of US healthcare system, including government, and commercial payors, policy, legal and regulatory environment.
• Excellent communication skills with experience presenting to external stakeholders and internal leadership.
• History with direct analysis of health care clinical, health economic and outcomes data to support clinical, administrative and or market development, health policy and publication strategy initiatives.
• Understanding of health policy and the importance of timely strategic needed to anticipate and influence coverage decisions, technology assessments and impact market expectations.
• History with direct analysis of health care clinical, health economic and outcome data to support market development and health policy.
• Proven ability to translate technical data into commercial strategies.
• Experience in gaining payor coverage decisions and developing payor coverage.
• Advanced understanding of commercial market access, including public health care financing the intersection of federal and state policies on market trends and the influence of commercial trends in healthcare payment and delivery of public payors.
Skills and Experiences:
• Minimum 7-10 years successful work experience in related fields: medical device, insurance, healthcare, reimbursement, health economic outcomes, financial modelling, coding and medical device billing.
• Able to work independently with little direction and demonstrated self-initiation, capacity to research and stay current on healthcare industry trends.
• Possess a solid understanding of the medical device industry, able demonstrate business acumen: products, companies and technology.
• Ability to manage complex negotiations with multiple decision makers.
• Outstanding problem solving, project and program management skills.
• Ability to articulate, and present complex information in a distilled, concise, persuasive manner to a variety of audience levels.
• Ability to develop a value proposition and effective business case that will influence customer and medical policy decision-makers.
• Act as an integral part of the sales process in support of the field sales force by succinctly and impactful delivering the value of the reimbursement message; requiring strategic, proactive probing and solutions with goal of supporting revenue projections to create, secure, and grow the market.
• Proven project and time management, prioritization and organization skills.
• Strong written and verbal communication skills, including very strong presentation skills. Able to present ideas to customers in a way that produces understanding and impact.
• Strong analytic and strategic thinking skills. Demonstrated problem-solving skills.
• Outstanding influencing, interpersonal and networking skills to drive successful relationship building. Strong collaboration skills with a demonstrated ability to work effectively with a variety of internal and external stakeholders, and cross-functionally across teams and divisions.
• Existing relationships with individuals at third-party insurance companies and group payer organizations a plus.
• Strong presentation skills and the ability to speak confidently to small and large groups at all levels of an organization required.
• Must be willing to travel at least 40-50% with some weekend travel required. Includes some travel as needed for national meetings/conferences, product education and sales training meetings, trade shows/conventions, and reimbursement industry meetings.
• Experience with tissue matrix/skin substitute or capital equipment products.
• Experience with hospital inpatient, HOPD, ASC, and physician billing required.

Minimum Qualifications:
• Previous experience working with Field Sales, Marketing, Medical Education, Corporate Contracting, Legal, Compliance and Regulatory, Strategic Marketing, Medical Affairs, Marketing Communications, and Customer Support teams.
• Knowledge of US government and third-party payor and reimbursement systems, and legal, compliance and regulatory guidelines related to reimbursement activities within the healthcare industry.
• History of developing and delivering product value and reimbursement presentations to varied customer audiences.
