About the Role
The Aviation Department of the Port Authority of New York and New Jersey is seeking to fill the position of Manager, Contract Services at Teterboro (TEB). This position is responsible for oversight and administration of various contracts providing aeronautical, maintenance and operation services to Teterboro Airport.
TEB serves corporate and privately owned aircraft, with no scheduled commercial airline service operations and an aircraft weight limit of 100,000 pounds. Additionally, TEB boasts the highest percentage of business jet operations of any similar airport in the country, and is frequented by heads of State, diplomats, celebrities, and other VIPs with onsite USCBP clearing facilities. The Contract Service Manager will be expected to govern overall management and compliance with all contracts as well as maintain critical relationships with all airport stakeholders, tenants, federal partners. Under the supervision of the Manager, Teterboro Airport, this position ensures that assigned contracts are carried out in an appropriate, effective and efficient manner. Maintain regular contact with vendors and provide performance feedback.
Responsibilities
• Negotiate items not expressly stated in contracts. Approve extra work and expense reimbursement and keep records to audit standards. Review performance measurement and provide reports to Airport management office on a regular cadence as prescribed.
• Develop. Monitor and manage annual expense budget using SAP or other processing system.
• Administer automotive fleet and liaison with Central Automotive Division (CAD), Aviation Technical Services (ATS), Technology Department, Properties and Procurement.
• Provide assistance to the Airport Manager in the development, coordination and implementation of special events, both airport and community sponsored.
• Prepare and manage the airports Business Continuity Plan and other airport logistics, ensuring it is aligned with the Agencies overall business continuity plan. Ensure plan is updated annually and all staff and tenants are properly trained. Work with tenants, contractors for all building specific accommodations (provide equipment, information, space etc.). Maintain evacuation plans for the Airport Administration building.
• Oversee the procurement process as it relates to Memorandum of Authorization, Memorandum of Justification, TEB contracts and Purchase Orders.
• Work with Technology Department on all computer related issues (i.e. new equipment, upgrades, repairs including all the equipment in the PA communications closet).
• Perform monthly maintenance and supply inventory on all airport defibrillators.
Minimum Qualifications
• Bachelor’s Degree in Business Administration, Aviation Management, or related field from an accredited college or university.
• At least 5 years of progressively responsible managerial experience in large service contract administration and management, maintenance, project management, or related field.
• With a minimum of 3 years direct aviation management or operations experience.
• Strong business acumen managing the budget and forecasting process.
Desired Qualifications
• Master’s degree from an accredited college or university.
• Familiarity with Part 139 policies and procedure.
• Experience in development of IT visualization tools such as PowerBI.
• Demonstrated relevant regulatory and operational experience.
• Demonstrated managerial skills and significant experience supervising a large workforce of represented and non-represented employees.
• Strong interpersonal skills, including demonstrated experience interacting with executive management within and outside the PA.
• Superior oral, written, and presentation skills.
• Strong community engagement and stakeholder relations experience.
