Bgesh, Incorporated is looking to add a Program Analyst to our rapidly growing team. The Program Analyst is part of a government led multi-functional team (MTF) and directly supports the acquisition and management to 19AF’s education, training, and recruiting innovation, initiatives, and projects.

Qualifications
EXPERIENCE:
• At least eight (8) years of direct program and acquisition management experience, with at least three (3) years in specialized support services including development of Program of Record.
• Experience working as or supporting the objectives one or more of the following preferred: Resource Advisor, Financial Manager, Budget Analyst, Chief or Deputy Chief of Resource
Preferred
• Experience in putting together acquisition packages or steps and requirements within the PPBE process preferred.
• Experience in Financial Management with a focus on Budgets preferred.
• Experience in Defense Enterprise Accounting and Management System and or experience with Program Objective Memorandum submissions in the Program & budget Enterprise System.
• Project and/or Program experience in Data Analytics and or Innovation a plus
• Experience working with or in support of aviation is preferred.
Certifications/Licensure/Registration
Minimum of one (1) of the following certifications:
• Project Management Professional (PMP).
• DAWIA Practitioner (formerly Level II) in the Functional Specialty area of Program Management; or
• DAWIA Practitioner (formerly Level II) in the Functional Specialty area of Contracting
Other Qualifications
• U.S. Citizenship: Workers performing under this contract must be US Citizens
• Must have a clear background in order to obtain security clearance.
• Familiar with organizational structure and operation methods of Air Force.
• Possess excellent written and oral communication skills. Effectively use correct grammar and spelling in all written communications.
Duties
• Leads a multi-functional team (MFT) responsible for program cost, schedule, and performance for a portfolio of opportunities.
• Monitors, reviews, and analyzes the execution of approved budgets to assure that funds are properly allocated and are being committed, obligated, and disbursed in a timely and effective manner in support of authorized management objectives.
• Uses tactical knowledge in assisting with determining the amount and timing of funding ceilings to be distributed among subordinate offices in response to changes in programs, staffing levels, and/or fund availability.
• Oversees all aspects of innovation initiative and/or project.
• Provides and manages internal and external communication.
• Monitors technological and scientific progress.
• Develops program specific risk management plans and analysis.
• Provides agile acquisition experience in developing requirement packages supporting acquisition strategies such as
• Small Business Innovation Research (SBIR),
• Small Business Technology Transfer (STTR),
• Commercial Solutions Opening (CSO),
• Traditional Federal Acquisition Regulation (FAR)
• Based acquisition pathways,
• Program of Record development and
• Program Objective Memorandum (POM).
• Takes initiative based on strategic task load to use insight of the FYDP to account and prepare tasks for rapid implementation.
• Recommends and executes actions on funds request and programs funds between offices to finance new and/or revised requirements and to support accomplishment of planned operations.
• Determines the proper funds to be used for specific transactions.
• Maintains proper accounting records to track status of funds.
• Analyzes standards and client’s requirement into a government-formatted document deemed acceptable by government contracting officer.
• Assists in collecting and organizing information required for preparation of user’s manuals, training materials, installation guides, proposals, and reports.
• Ensures program documentation is created, filed, and maintained in accordance with program and/or organizational file plan.
